Project Details
Saginaw High School

- The District is scheduled to present GMP #1: Utility Package to the Board in January. The first phase of the project will involve rerouting existing utilities to ensure the field house remains fully operational during construction of the new facility. A Phase One logistics plan has been developed and coordinated with campus administrators and the Saginaw Fire Marshal.
February 23, 2026

- Construction fencing has been installed. The utility contractor is tentatively scheduled to being work in the first week of March.
January 2026
- Pogue is anticipated to mobilize in early February to install job site fencing and a trailer for Phase 1 of the project, which includes the underground utility work.
- The Guaranteed Maximum Price (GMP) #2 building package will be presented to the Board for consideration in February. A review of the construction documents budget indicates that the Agriculture Science classrooms will need to be funded through the 2023 Bond contingency. The current SHS Agriculture Science classrooms have to be relocated due to the site constraints. To accommodate this, the District will relocate the two classrooms and lab to the main campus. This relocation better serves District students and allows the District to remain within the 2017 Bond budget for the Saginaw High School field house.
EMS ISD Natatorium Partnership
March 2024
In the 2017 bond, voters approved $5 million to be allocated toward a natatorium. At that time, those funds were to be used in partnership with a community organization, specifically the YMCA, to build a natatorium as part of a YMCA facility for the community. The $5 million was originally intended to supplement YMCA funding for its new facility, providing EMS ISD access to the natatorium portion for its water sports. The COVID downturn impacted the YMCA’s efforts to secure funding for their portion of the partnership at the time, and the district had conversations with the City of Saginaw to continue the project but no plans were finalized.
In 2023, EMS ISD asked voters to consider a proposition to build a stand-alone district natatorium facility, which would be owned by the district connected to a new YMCA facility. That proposition did not pass, leaving the original voter-approved amount of $5 million to be allocated toward a natatorium partnership with the YMCA. Negotiations with the YMCA have resumed and plans are being drafted for a combined YMCA natatorium facility in the near future.
November 2021
The natatorium project is a joint venture between Eagle Mountain-Saginaw ISD and the City of Saginaw. As part of the 2017 Bond Program, the district committed $5 million to fund the project. This indoor swimming facility will serve EMS ISD 3 high schools and the community of Saginaw residents. This site is conveniently located between all 3 and a future forth high school campus.
Through this venture, the district has arranged for committed swim team practice times throughout the school year, as well as times for swimming meets. The facility will include dedicated locker room spaces for our students and coaching offices. The current scope of the natatorium will include a secondary pool area that will be accessible to patrons, which will assist us in addressing any potential conflicts with programming for members. As soon as a final design has been set, district leaders will be sure to communicate it to the community.
At an EMS ISD School Board Meeting on September 20, the district approved a memorandum of understanding for the project.
“We are extremely appreciative to have the partnership with the City of Saginaw to build this Natatorium for our students and the surrounding community,” said Superintendent Dr. Jim Chadwell.
The bond committee recommended, and the Board approved, $5 million in bond funds for this project. After two other partnerships failed and COVID delays disrupted the movement toward getting this project off the ground, Saginaw has risen to the occasion to make this effort a reality.
Both parties and the community are looking forward to this mutually beneficial working relationship with the goal of developing, constructing, operating, and maintaining an indoor swim facility within the City of Saginaw, benefiting the district and residents.
Standardization & Equity Projects
March 5, 2024 Update:

September 2021 Update:
- Hellas has begun turf installation at Chisholm Trail HS and will start soon at Saginaw HS.
August 2021 Update:
- Work continues at Elkins Elementary in the Barbara Christenson gym on the walls and installation of the hard ceiling. Additionally, The sidewalk along Elkins School Road has been completed.
- At Eagle Mountain Elementary, new seating and stage curtains have been delivered and installed.
- At Creekview Middle School, the sidewalk connecting the housing addition to the campus has been completed.
- At Chisholm Trail and Saginaw HS, progress continues on baseball and softball areas.
July 2021 Update:
- Moisture conditioning and final grade is in progress in both baseball and softball fields.
June 2021 Update:
- Baseball fields turf projects at Saginaw and Chisholm Trail HS are in beginning stages of moisture conditioning.
September 2020 Update:
- Shade structures complete at Eagle Mountain and Remington Pointe elementary schools.
August 2020 Update:
- Turf placement is ongoing at Prairie Vista and Creekview middle schools.
- E-layer mobilizing is taking place at Ed Willkie Middle School.
- Highland Middle School is waiting on track surfacing crew.
- Turf placement is ongoing at Chisholm Trail High School.
- Turf is in progress, placing infill, at Saginaw High School.
July 2020 Update:
- Currently installing collector drain for turf project at Prairie Vista Middle School. Estimated completion August 17.
- Currently installing e-layer/cushdrain for turf project Creekview Middle School. Estimated completion August 19.
- Cushshdrain finishing and beginning e-layer for turf project at Saginaw HS. Estimated completion August 13.

June 2020 Update:
